I think China's cities Beijing and Shanghai should be on the world's friendly cities. Beijing is famous for its cultural relics and long history, while Guilin -snip- is famous for its natural mountain and water scenery.
Isn't Hong Kong known for it's rude waiters?
I disagree with a huge portion of both lists.

I think Shang Hai is in unfriendly city as well. I can speak Chinese and English well (I'm Thai), but SH is unfriendly city in China as my experience.
Once I've lost on the way to some place in SH and asked the people on the road. They looked at me and didn't say anything. I was very angry and say 'I definitely speak with man whether dog?'.
Then, when I helped some foreign tourist in China such train ticket buying or bus/train station suggestion I will show that I am Thai. Don't let them been misunderstood I was chinese.
Once in China Guangzhou, due to subway is located in the department store ground floor. I've asked Guangzhou people and they said to me follow me and found it by the way.
