There was a campaign already a few years ago trying to get American passport ownership percentages up. What's going to make yours different?
Honestly, I think you're beating a dead horse for several reasons.
Americans have never been big on international travel (and there are excellent reasons for this) they have always been in absolute last place - by a long shot - amongst the so-called "developed" nations for passport ownership... you'll never convince the US government to make it cheaper for Americans to leave the US and spend their holiday dollars abroad in Europe/Asia/Africa, that is completely counterproductive economics in these tough times... many Americans who already identify with a specific "homeland" outside the US have already visited there, there aren't many new travel recruits to convince... how much easier do you want to make it to acquire a passport? It's a fairly simple process already... lastly... "educate Americans about the world..." honestly, was that a serious comment?!

I don't think you can expect the US govt to do anything about this.
In my opinion, the one big thing that will get US non-travellers to get a passport is medical tourism. With the prices the way they are in the US, this would seem an easy sell.
Other than that, I think it's just the usual inspiration stuff. More movies in exotic locations, etc.. that seems to get a few people moving.
It seems that the American government has done a pretty good job already of promoting world travel for Americans.
They just declare war on innocent (at least no more guilty than USA), pawn country's, and send thousands of Americans off to travel the world.
So they can spread their marvellous tipping culture and spoil more places faster?
It's a good thing that we only get the ones who're inspired to travel. Ecologically it helps if they stay at home, plus the more you prompt the uninspired to travel the more you'd get insular oafs out there making americans look dumb. More tourist dollars means more pressure upon sensitive historic sites, and while running up demand means more money flowing into some poor places it also means running up prices for the rest of us.

Why is the ultimate goal for the passport ownership percentage in America to be higher than that in Australia or Canada? Does it matter?

That's perhaps one of the most naive/uninformed comments ever posted here. I'm not surprised the OPer never returned to continue the discussion...
