I went in December and had great weather. Get a bus and subway into town from the airport. The subway system is the best way of getting around and there is one line which takes you right out of town (above ground) so you see the suburbs and last stop is near a large Mall, which most passengers go to.
The centre of town is easy to walk around, has some museums and art galleries. There is a cable car ride and you can get a bus to Valparaiso which is an hour away. easy to walk around but there is quite a bit of it. The only toilet I saw was in the small bus station.
