Strange that the Embassy does not give too much info but does. Where they get that info about Visa on Arrival, I do not know.
To be sure - write to the embassy
I did enter Cambodia by boat from Vietnam this year & did not have a visa before entering. The people on the boat handled that for all passengers at the point of entry.

For Cambodia the visa is basically a fee, $US30 cash, just before the passport kiosk. That was the situation at Siem Reap airport anyway.
I did Cambodia last yr and fee was $20 at siem reap airport, also need a passport size photo
I would have a load of these taken before you go as they come in handy for visas
