Im living/studying in Europe since 2004.
Spent the first new years eve here in Lisbon in a friends house but the second one i went to Barcelona to try new things and expriences.
If u want party in a "hard way" and have touristic walks and visits,meet new people its a perfect city to new years eve.
This year im going to Prague,cold but new expriences are always good.
I know i may be bias but I always say Reykjavik (Iceland) is the best place to spend new years eve. It may be a bit more expensive but it's well worth it.
Everyone has their own fireworks and as it gets closer to midnight the sky lights up in beautiful colors all over the city. There are also traditional bonfiers all over the city where people sing, dance, drink and be merry.
Many resturants have special menus for the evening, many consisting of delicious game dishes. The most popular one would prolly be The Pearl where you have a view of the whole city as it lights up.
After midnight downtown gets flooded with people and it stays that way till morning, usually followed by a gettogeather in someone's home that often continues well into the day. Meeting people is the last think you'd need to worry about, most of us actually enjoy talking to foreigners after a drink or two.. or ten...
For me, there's no other place in the world i'd rather be on new years eve....

I am definitely bias, but Las Vegas is really hopping on New Year's Eve. Many of the Strip hotels team up and have a fireworks display that is world class. The Grucci family has been hired in the past to coordinate the fireworks with music for the Strip display. 300,000 people jammed the Strip last year to ring in the New Year. All for free. Of course each hotel has a special show that runs past midnight. Those are far from free. Some of the prices charged seem excessive to me, but most sell out, so many celebrants are willing to pay extra $ for the big night.
Fremont Street Experience also has a party on New Year's Eve with multi bands competing for your attention. This years line up includes; Chicago, Smash Mouth, Five for Fighting, Rockstar:Supernova and other bands. Plenty of choices in Vegas for New Year's Eve. Come join the party Ray!
What about Berlin?
I went there around 2 months ago.
It really is the party town of Germany.
Endless variety of night life. And everywhere in Germany, there are a lot of fireworks, on new years eve, so Berlin will be no different.

What about heading to Hogmany in Scotland? I had a blast when I went a few years back. Snowy and cold, but a great party! Plus the cold weather just encourages you to drink a little more and cuddle up close to someone
this is an absolute no brainer.
Edinburgh on 31st December is the biggest party in the world. A few hundred thousand people on one street and everyone is generally having a fabulous time.
Mind you, the weather in the last few years has been, shall we say, a little mental. But the pubs are open very late and you will find parties running all night and the next day all over.
