If there are two of you, then rent-a-car is your best option - especially as you only have 4 days.
Don't rent when you get there though, book it in your own country. It'll be a lot cheaper for sure. Whether you're sailing into port or getting a flight in, they'll arrange for your car to be closeby for you.
Buses and trains in Norway are good and reasonably priced, but every trip will be two tickets and in 4 days you're limited to what you can see and do.
In a car (the roads in Norway are superb), once out of the big towns (Oslo and Bergen, to mention just two that I have been to, both absolutely beautiful), just head along the coast, or slightly inland. The mountains, waterfalls, lakes and fjords will have you stopping to take pictures every 5 minutes. Oh - and the sunsets???? Tearjerking.
One thing to pen in, traffic violation penalties in Norway are amongst the harshest anywhere on the planet. Then again, if you don't violate - you aint got nowt to worry about.

It depends slightly on what your goal is. If it's to see as much as possible in 4 days, a car is going to be the way to go. But if you want to take it slow, hit a pub or two during the day or spend a day on one of the islands in the Oslo fjord, then you could make do just seeing different sites around Oslo for 2/3 days without a car. There's some great hiking just 15 minutes out of the city centre and public transport goes to and from the starting spots. If you bring a tent, you could camp out by a lake etc. to really save in some accommodation costs Have a look at the for some ideas on places to see, and let me know what you miss as I need to work on it some more!!
On the downside, Norway is expensive. Just no two ways about it. But stay away from Karl Johan street and Aker Brygge for drinking and you won't be buying at the highest rates in town!
