Istanbul is the most expensive city of Turkey. Costs are somewhat lower than those prevalent in Germany and France and is somewhat comparable to the costs in Eastern Europe. Eating in a restaurant would normally start from 20-25 Lira(10-12 Euro). Also the restaurants in the Sultanahmet and the Taksim area are expensive than others.
Again the Mediterranean coast of Turkey is equally expensive, thanks to the booming tourism industry. Other places in the Anatolian peninsula are much cheaper.

Would you also say that groceries are priced about the same as in Eastern Europe?
We cook most of the time and only eat out a few times a week. Unless we're in some place like Thailand were it's easier to not bother with cooking, and where eating out is inexpensive costs just don't matter.

You would be surprised how expensive Istanbul can be.
To give you an example: a pide kasarli (cheese pizza) is more expensive in Istanbul (and now I'm not talking about Sultanahmet or Taksim, but other areas in this city) than in Belgium...

I am sorry i cant comment much on the grocery price there!! I stayed in Istanbul for 4 days, then moved on other parts of Turkey. Maybe some other member can throw more light on the issue !!!
