Though I'm not sure about how logistically feasable it is (all of Europe is quite logistically feasable, though), coming from a purely personal point of view, I would rather spend Christmas in Germany. Every city has a Christmas Market, and the cities and towns are decorated with beautiful boughs and trees and lights. You can sip gluewein as you peruse the stands at the Christmas Markets. There is snow everywhere and it is just magical. There are just as many attractions in Germany as there are in the Czech Rep. so I don't think that that would sway it from one side to the other. It really depends on what you want. Crystal or amber? Beer or cheap beer? Prague Castle or Neueschwanstein(sp?)? Maybe I didn't narrow it down, but your perameters don't exactly help, as both countries are basically the same when evaluating them in your categories. Personally, though, if it came to spending Christmas, I'd go to Germany.

Now I cannot make an unbiased recommendation since Germany is my home country, but I would also go for Germany.
First there are the Christmas markets and second - flights from Canada to Frankfurt and Munich are generally cheaper than to Prague.
Another factor is that while Germany is larger and more expensive it is easy to meet up in a city that is not the capital. If you go to Czech R. chances are that your whole trip will be focused on Prague. In Germany chances are high you'll meet up in a city that is not Berlin and if you have the time you can easily move around to another great place. The German rail system is very efficient and easy to use.
One more tip: it will be better to have your mom fly into Munich than into Frankfurt - there is nothing of interest in Frankfurt am Main if you aren't going there for business. But from Munich you could easily take the train south to Salzburg - it will blow your mind away.
Considering prices (and nothing else) as you mention, it has to be CZ. Germany is a second mortgage compared to CZ.
Both will offer you the ultimate in scenery and hospitalty, but only one will be kind on your pocket.
I cant comment on how Germany is in December as i have only been in the summer but i was in Prague last christmas and i can tell you it was a wonderful experience- huge christmas markets, the whole city is wonderfully decorated especially in and around wenceslas square its a true winter wonderland.

LOL, that depends on where you are in Germany! Dresden for example is cheaper than Prague by a mile, plus it is a great city with a famous christmas market to boot. A lot cleaner and safer than Prague too.
Prague has long ceased to be the bargain it once was, it has become an old dirty whore with inflated prices and lots of street crime.
To end this discussion: If you and your mom got about 14 days you could do both Germany and Prague. Maybe go Prague 4 days, Munich 3 days, Salzburg 2 days and the rest of the time depending upon your interests and the airport you fly in and out of.
