I went to India over Xmas was lovely, but not to Delhi. I flew in and out of Mumbai and travelled down the west coast (Kerala and Goa) I didn't like Mumbai at all, but Goa and Kerala were amazing. South Goa is nicer than the north if you want chilled out relaxing beaches. Palolem and Agonda in particular. Look up Dwarka Goa as well, the most amazing place i have ever stayed but might be closed for the rainy season. North Goa is more party town, plenty of nice places there with lots of people. I stayed in Anjuna, they have an amazing Flea market on wednesdays.
I definitely recommend getting trains as much as you can, was the highlight of my trip!! beautiful scenery and quite comfortable too. Dirt cheap tickets available for sleeper class, but i would recommend getting AC 2 class as its much nicer and still quite cheap.
Kerala might be a bit far down for you to go, but if you do decide to go there make sure you check out Varkala and Fort Cochin. stunning.

P.s i'm sure you can wear shorts, i bought some light cotton trousers when i was there and wore them the whole time though, only cost like £3 max!

fyi Delhi temp currently is around 41deg C and mumbai 35 deg C n loads of humidity ...but still a cool place to visit

I had to laugh at the title. 3 weeks in India and what to do. I've had two 7 week trips to India and I was on the go most of the time, often travelling by night (train) and sightseeing by day and there was still much I missed. Pick yourself up a Lonely Planet guide to India. The big towns like Delhi and Mumbai are very crowded and while they have must-sees, they are not the real India, the small villages and such are. Don't waste your time with a few weeks on a beach in Goa.
