Bulgaria perhaps? Not sure what you consider cheap to be, but you could probably get a package there for about £350 if you shop around and are flexible with dates.
Nowhere is spectacularly cheap during Jan/Feb. If you could go at the beginning of March instead you could save yourself a packet.
As Magykal1 suggests - Bulgaria.
Truthfully (and don't just take my word for it check out endless websites that have reviews), it has the cheapest skiing on the planet.
