I don't think there is any problem for a non-US citizen, just that there are no regularly scheduled, direct flights (only special charters). US citizens can be prosecuted for traveling to Cuba, but in fact, very few are arrested.

That's good news, I forgot to mention in my original post that I am UK citizen.

There are NO direct commercial flights serving any one Cuba to USA, best for you to fly Cuba to Bahamas, one hour plus, then Bahamas to Miami USA or direct to UK
Cuba is not "cheap" for foreign visitors, you are not allowed to use Cuban Peso, not convertible, nothing much to buy anyway, the fun of Cuba is the people, the dancing, the atmosphere, most young Cubans have no access to Internet, are highly educated and polite, soon 500,000 Cuban government subsidized jobs will be eliminated in Cuba and those out of work will be encouraged to start their own small businesses, lots of rules and regulations, taxes, like anywhere else, but a good start.
Visitors must purchase the CUC convertible Peso, worth about .90 Euro each, a 10% surchage is put on USD, so bring Euro, $CAN or Pound Sterling, visitors must take 'tourist buses' or taxis in and around Habana anyway since local transport is so crowded, rules relax in countryside, there are small licenced guest houses and b and b s run by Cuban families for visitors 30 or so CUC up a double or triple, resort hotels can be dear unless you are on prepaid group tour, Veradero is the main 'tourist beach', also the 'tourist' area of La Habana is nice but expensive, try and get off the beaten track, if you speak good Spmish Cubans are still into the oral tradition as there are few cell phones and no Cyber cafes, except a few dear ones in luxury hotels.
