For only 3 weeks you are packing on quite a few cities. For the beach areas perhaps chose fewer places to visit. Unless you only want a photo to show friends and family back home. Look over a map. If you use a bus to Phuket you will be on that bus for 12 hours just one way. Distance may be greater than you think. Do a Google search for "how to get from one city to another" and see how long it takes.

How is your budget? Phuket will be more expensive than Bangkok. Bangkok has excellent cheap transportation, unlike Phuket and some beach areas. Option #2 is okay. But maybe visit only half the places on your list for Vietnam. Unless you want quantity vs quality.

Check the visa requirements for the passport you will travel with. Most tourists have to pay for visa entry to VN. Thailand you should be familiar with on how to handle money. (If from a Western country most Western currencies will get a better exchange rate in Thailand.) No problem changing a little money at either airport but rates do change daily. For Vietnam - DO NOT leave that country with any of their currency. No one wants it after you leave VN. In VN US dollars is a defacto currency. But you will need some VN dong for cheap things and change.

Backpacking. There are tourists who call themselves "backpackers" because it sounds sexier than "suitcaser!" But most of these backpackers only carry a pack from airport terminal to a taxi or a bus. Then many just leave everything in their hotel and when out use a smaller walk-around bag. If you actually use a pack install D rings for locks or buy one where you can actually lock the pack along with some of the pockets. If you intend to stay in shared accommodation you don't want someone else stealing from you or worse a tourist/backpacker storing something illegal in your bag. Most tourists do not need mosquito nets or sleeping bags even when sleeping in cheap places.

Backpackers, suitcasers, luxury tourists all need a place to spend the night. They all need somewhere to eat and transportation. I used duffel bag under each armpit for many years until my knees kind of gave out with old age. (One slightly smaller but okay for carry on and one a little larger for the check-in bag. Inside the smaller duffel I had another small "walk-around" bag for book, sunglasses, map, camera, etc. Now with an old fart wheelie. (For me, had enough backpacks in the military.)
