The issue isn't applying for a visa (yet) but being denied entry once the customs officers find out i was arrested close to 7 years ago. The question is do crimes of moral turpitude apply if there was no conviction so a dismissal of the case by a judge?
So you carry a Guyana Passport but your arrest happened while you were in the US. That means you're on the US CBP database which now explains your hassles. I get it, finally.
You need to get fresh copies of your paperwork that proves the case was dismissed and you need to have that paperwork ready to present in a neat and orderly fashion every time you enter the US. The next time you're red flagged you should inquire whether that paperwork is the best way to travel or whether you should apply for a Waiver of Inadmissibility - the US CBP officer should be able to assist you.
