I am traveling to North America on October 23 for a month. What are the must see places on the east coast ?

Depending on where you're starting...
but one thing you might consider is driving up the coast ( theoretically speaking)
Start with Washington DC and make your way up. Give yourself enough time in NY! ( its a lot of fun and there is a lot to do)
Lots of good public transport in the Washington Boston corridor,i think a car would be more of a burden than an asset.
Is that the best time to view the fall colors on the East coast or is it a tad too late?

The end result is The Foliage Network Report which is transmitted to newspapers, television stations, and web sites. The Foliage Report uses actual data unlike other "reports" which use annual averages.
Currently, there are 567 spotters in the Foliage Network.
Reports for the 2010 "foliage season" have not begun just yet as most everything is still quite green. But, check for the Foliage Reports in another week or so.

Hope you will have a great time there. You can also visit Kauai, Hawaii. It is an awesome place to visit and here rental houses are available for vacation. You will like the place a lot.
