The list is sorted by ratings, and the Red Palm you mentioned is quite high up on there. Bear in mind though, due to word of mouth, it's a very popular place for travellers to stay, and you need to book quite well ahead in advance to get yourself a bed/room.

Perhaps if you are lucky, you can google - tunehotels.com. where they can offer cheap hotels. Try other search engine like booking.com, asiarooms, etc. Alternatively, when you arrive earlier, scout around and find out the rates as it may be cheaper if long term.
Frankly speaking, your choice at that budget is very limited, One area you may consider is Chow Kit area in KL.
If you are staying in KL you may want to consider upping your budget to $20-$25 USD per night for two. You can definitely find cheaper places but they are not near as clean or nice. It's one of the places where a few extra dollars on a room can go a long way. Personally, we love the Explorer's Guesthouse. You can get a private room with two single beds. Shared bathroom(but beautiful and immaculately clean) and free breakfast and wifi. For just a few dollars less you could also try one of the ReggaeBar Guesthouses or the Birdsnest. A great site to book online with is www.agoda.com you could also check out asiarooms.com or hostelworld. If you want cheaper than that you have to show up and look around that day - that's how most backpackers get around and sometimes it works out fantastic and sometimes you can gat yourself in a bind.

Also, if you want to make up for the price difference head up to the Cameron Highlands, it's beautiful, great food and you can spend less than $10.00USD per night for two.
