I am going out to Oz in July after I have done a month in Thailand in June.
If you apply directly on the Oz immigration website it normally only takes a couple of days. Once you get it you have a year before you have to have arrived, then the visa is valid for a year when you arrive. So you can apply now if you want.
Think with the exchange rate it's closer to £3000 now. Heard they rarely check on arrival but it's best to go with as much as you can. You don't need the money when you apply for the visa, you only need to state that you WILL have it.
As the above post states, you have a year once your visa is granted to get into Oz, i applied for mine and had a reply within the hour granting my whv.
I wasn't asked for proof of funds when i arrived in the country but take as much as you can, you'll be amazed how much you can spend as a backpacker.
