Erm, I'm guessing you might have to resort to cutting open the lock?!
If the lock is off the bag or whatever see if soaking it in a little alcohol will dissolve the gunk. When I get crap in my brass combination locks I just wash them off with very hot water then shake them dry and leave them to dry out. What have you got to lose?
Try some thin oil, like sewing machine oil, to see if it frees the tumblers up. If it is a really cheap padlock type lock you can use two pair of pliers or a pliers a screw driver and bend the swing arm back.
If it is on a suitcase or briefcase try some of the oil (or alcohol first) but if your suitcase is expensive leather you will get stains.

Take some alcohol,drink it then attack the lock with pliers.
If its one of those samall cheap locks commonly used to lock Zips on bags then a couple of sharp blows with a hammer will normaly open them. Sometimes they will even re-lock again afterwards
A few hard (not damaging) knocks to the lock might shatter the silicon, especially if you can get it cold (so inflexible) first. If snow and ice about, maybe leave the case outside for a while, while keeping an eye on it. A quick blast from a CO2 fire extinguisher would do much better.
