My only experience of Portugal is Albufeira
Cafes and bars have internet access which seems cheaper than hotels
Post Offices have access to which should be cheaper

Quarteira is a dump. I'd cancel it and book somewhere else. Portimao isn't bad and I spent hours in a bar called Chocolate for the price of one drink or one cake where they are very relaxed on wifi use and even have power sockets.

In Albufeira I stayed at Pedro Dos Bricos in November for £18 a night in a luxury 4 star apartment with free wifi.

McDonalds of course has free wifi but you should be careful that some local nut has not hacked into it, as in Lloret de Mar (Spain).

Albufeira is a great place to stay
Go with the flow in English an Scottish bars or enjoy a local bar
Lidl is place to shop
Especially for cheap Rose
Try joining ciuchsurfing
A goo way to meet travellers
Yo may even find a bed or couch to sleep on

I went to Lisbon in 09 with the royal navy and whenever I get ashore I'm always keen to check my facebook and download my favourite podcasts, I had no problem getting online there but watch out for muggers, loads of the lads got violently robbed, that was in the capital tho cascais about 10 miles away was absaloutly fine and also had wifi in bars and cafes, if in doubt find a mcdonalds but most hotels have wifi these days so chill out and enjoy your holliday lol

You can find it in cafes cheaper or even for free
If you have your own laptop/smart phone
Some cafés let you use the wifi connection if you eat/drink something there

A Vodafone dongle costs 29.90 locally ... you should find their shops easily, Galina. Also there is one at Faro Airport.
For a couple of weeks serious use ... a 2G top up is 20 euros. A 1G might stretch for 12.50. Remember that photos and songs take up a lot of data on mobile ... not sure about skype.
This should give you reliable cover wherever you are.
