It's a java plugin, which probably has to load up. I have the same issue with my bank from time to time where it takes ages (ie. 10 minutes +) for the java widget they use to load up properly. After that initial load though it should be much much faster the times after that.

Sorted it. I did not have Java installed on my new computer. The bulk uploader now works fine.
