Is fine paying for drunk and driving offence a criminal record?
Generally not unless you had an accident and ended up in prison.
With immigration it is always best to admit such things as they have quite a bit of leeway and are usually willing to give it if you are honest with them.
No one can offer any advice when you give no clue which country you're talking about or your nationality or which Passport you hold or where you're planning to travel.
It's definitely a criminal offence in certain situations.

It depends on what kind of offense it was. If your DUI was considered a summary offense or citation, then it will probably not be considered as a criminal record - this level of crime is too minor to get worried about. On the other hand, if your DUI was a misdemeanor, then you have a criminal record even if the only punishment was a fine.
Not true, Jessica. Any DUI conviction can serve as reason enough for nonattendance into Canada for example.
