Firstly, what lenses do you currently have?
A fast lens in Pamplona would be nice but I presume you might also want a greater telephoto—unless you're planning on being in the middle of it all? Or only take broad overview photos? Both perfectly acceptable options but if you're imagining isolating a runner, you might want to think about something bigger.
Comparing an L series ultra-wide zoom (full-frame) with a mid-range zoom (crop) is not an altogether fair comparison. The 16-35mm is certainly beautiful but not necessarily suited to the crop sensor or your requirements. The 17-55mm is not really a wide angle; it's good for general stuff but I wouldn't choose it if you wanted to focus on landscapes.
I would suggest the ideal wide angle zoom for your camera would probably be the Canon 10-22mm f/3.5-4.5 USM which is excellent and has much less distortion than its competitors. For a second choice I would suggest the Tokina 11-16mm f/2.8 which is incredibly sharp and fast. Both of these lenses are specifically designed for crop sensor cameras.
