Hi ,
Sure it will be windy and rainy (and could be cold) and there is public holiday around 1st November.
But if you don't mind about the weather wou will find far less tourists. All attractions will remain open in Paris and Normandy. I prefer to visit the Mont Saint Michel in October November rather facing the crowd in summer.
Just protect yourself from wind and rain.
