I've never been to this festival but I've been to Romania, Transylvania included. The easiest way to get to Targu Mures is by plane: you can fly either to Cluj, which is at 90-100km away from Targu Mures (there are flights to Cluj from at least 10 European countries), or to Bucharest (some 350km away from Targu Mures) or to Timisoara (also about 350km away from Targu Mures). If you fly to Cluj, the best is to take a bus to Targu Mures. If you fly Bucharest or Timisoara, you'd better take the train.
Sleeping & eating is not a problem in Targu Mures: there are planty of hotels, some hostels and I guess there is also a camping site; there ar also planty of restaurants and you can get a full meal for € 5-6. In what accomodation is concerned, you'll find bed & brakfest at € 20-30. Other romanian prices: a pint of beer costs you € 1, a one way bus ticket costs you about € 0.30-0.40, taxis are at € 0.50 / km. I don't know what to say about expenditures for a 10 days trip to Transylvania. I guess it depends on your habits...
I don't know how much will cost you the ticket for this festival, but I know that the ticket for the Iron Maiden show in Cluj (august 2010) sells at RON 100 = € 25, so I suppose that the festival ticket prices may vary from € 50 to € 80.
