hmm first DO NOT attempt 21 countries in 1 month - more like 7-8 countries would be max. I doubt that is even possible considering border changes and train timetables, strikes, delays.
It makes a huge difference what part of Europe too.
For West Europe plan around 2000 dollars, that is minimum, for East Europe, you can budget about 2/3, around 1200 for a month. But again, that is really scraping by.
Also does anyone know of the hostel site where you can search cheap hostels in each city/country and they rate them on quality.

Agreed with coldwarspy that 21 countries in a month is total madness, though I suspect that the 21 countries figure comes from where all that particular pass is valid, not what you're actually wanting to do.
Yeah- I would definitely make of list of the cities you REALLY want to go to and spend more time in each of those rather than hitting up a ton of places for extremely short amounts of time.
I've found http://www.hostelbookers.com/ to be pretty helpful although a quick google search has always worked for me as well.
Also book in advance, especially if you're traveling in a group- it may be hard for all of you to stay in the same place or room sometimes if you wait until the end.
