Hi, I will be very glad to help you! an airfare rate Mexico DF , to la paz and then La Paz, DF. would cost somewhere between 700 US, that would be with TACA , starting from DF, then, San Jose de Costarica, then Lima and then La paz, therefore the less expensive way to get to Bolivia I can think of is by land, From Mexico you may want to ride a bus to the border of Guatemala, then Honduras, then Nicaragua,Panama and then into Colombia, Ecuador and Peru, from there into Bolivia. I personally do not think that is a "safe" trip since as you may know travelling in Central America can become very harsh! but it all lays in your desition, another and perhaphs better option would be to get a "Ship" that navigates from Mexico to Peru or Chile with merchandise, this huge ships take a long time but I would definetly ride one of this rather than risk my life and possesions through Central America.
My personal advice: Get some money together and fly, I know it is always an effort to get money, but you must also take care of your personal safetyand timewise it would be far more convinient.
