We were just there in July. We have two kids, aged 2 and 4. Hotel rooms in Paris are notoriously tiny, and true to form we hardly had room to swing a cat, let alone store strollers and luggage. We had a family room in a small hotel (might have found it here on TP), which consisted of two double beds right next to each other, clean and fine, just not spacious! We were based in the 2nd Arrondissement.

Everything is pretty easy to get to, and we walked or Metro'ed everywhere. If you know what museums (eg the Louvre) you want to go to, buy your tickets in advance (the day before is fine) from ticket outlets - your accommodation might even be able to help. Most museums and galleries are closed on Tuesdays.

We spent one day at the Eiffel Tower - queued for about 2 hours to get in, then queued to go up to the upper deck. Queued to get out as well! But well worth it!!!

Technically summer is the high season, but I think Paris is just expensive all the time!!

If you have much time, it would be better to plan and map out the entire trip yourself. But if it would be too much of a hassle, then get a travel agency. Just make sure it wouldn't cost much... but most of all, make sure it's not a scam or something.
