I haven't really paid attention over the years, but I have the impression the new batches of visas generally become available around the 2nd week of December. (Still don't think you can travel to Australia until the 1st of January though, but might be mistaken there.)

Err, sorry; I did mean to say Canada, not Australia in that comment. (Australia doesn't do its visas by calendar year. I just answer so many more questions about Australian visas that writing the word comes too easily.)
