Where you flying from? You can save a bit on tickets to the Northeastern USA compared to the west coast, although sometimes even those places can have deals.
Good thing about northeast is that there are more public transport options, distances between cities are less, but on the other hand prices in cities themselves (ho(s)tel etc) are higher compared to the countryside.
Are you travelling alone? A car could come in handy, but only if you are with 2 or more, otherwise it's pretty expensive.
Regarding cheapest times: avoid the last Monday of May till the first Monday of September, Christmas/New Years, Springbreak and Easter. Late September and October are probably good months regarding prices, crowds and weather.
