Before you pay for extra excess insurance coverage with the car rental companies - check your travel insurance policy. Part of their coverage is often to cover the excess on car rentals. Just check that the amount your travel insurance covers is at least as much as the excess on the car (without car rental insurance).
You could just end up double-insuring yourself if you get sucked into buying the rental company's insurance!
We recently did a driving holiday in Australia and I bought travel insurance just to cover the excess on the car rental. It was about a third of the price of what Europcar would have charged. Didn't really need the travel insurance for much else since we were travelling in our own country anyway.
As for GPS - I've used the Waze app in parts of the US and found it quite a reliable option. Saved having to rent/buy one. You need to have a SIM card with some data though.
