December/January is a far worse time to be in Australia than July. That's when it's so hot there's bush fires everywhere, unless you're in the north, then you'd have to deal with torrential rains and flooding.
July, on the other hand, is just lovely, especially in Sydney and above. Expect 20 degree days, most days. (only in Melbourne and Tasmania would you notice that it's "winter", with it getting a bit chilly at night; but even there, daytime temperatures will remain quite nice). Also the perfect time to be in Cairns and around, as it's the middle of the dry season, and so has the best chance of good visibility at the reef.
Plenty busy with newly arrived backpackers, too. I'm not entirely certain, but I think July-September is the peak season for arrivals, as there's a serious number of people who head over as soon as they finish high school or university.
