Is it safe to say the Gulf of Thailand islands are dry when the coast along the Andaman Sea receive rain?
In Malaysia, Tioman Island, located near Mersing is one of the popular diving spot. They have all international diving school including PADI. Be prepare to spare around 900 malaysia ringgit for a 3-4 days crash course.
Another island to consider in Malaysia is Pulau Redang, located near perhentian. They have one of the world best beach.
Surfing in Malaysia is out. I don't think the wave is strong enough for this game.

Currently working in Hanoi, going to cross through Vietnam for about week-and-a-half and take two weeks for diving and sight seeing in Malaysia, Any other must-see's in Malay?

I realize this thread isn't a recent one, but I do feel I should add my reply, as this question, whether there are surfable waves in Malaysia, is not always answered correctly.
My overseas surfer friends often ask me if there's any surf in Malaysia. My stock reply:
Sure there's surf in Malaysia. It may not always be huge but it's real consistent from November till March. And the rest of the year too, there's a lot less surf, sure, but there may be the odd day where the waves are good enough for an afternoon of great rides.
Granted, I wouldn't really advise anyone to fly in solely for the surf here (although there's lots of other sea sports to be had to supplement the surfing). But that said, if you're going to be around the Malaysian East Coast during the Northeast monsoon months for other reasons anyway, then places like Cherating, Desaru and Tanjung Resang for instance are definitely surfable. Not to mention a boat-load of fun!

Diving is possible all year round in Sabah as it sits below the typhoon belt. Boasting a multitude of coral reefs to explore, there are countless sites to head to. Try -snip-, an island to the eastern side of the Sabah territory. Here you will come across a huge selection of colourful tropical fish, and sea turtles, as you experience one of the best dive sites the world has to offer. A short distance from Sipadan is another island, Kapalai, and the shallow Ligitan Reefs. Cave diving Thailand are extremely close to the island; you can even swim to a few of them. Although you are unlikely to find the big fish and turtles you would have at Sipadan, it is still a great experience and a beautiful dive site. If you would rather stay closer to the mainland, Kota Kinabalu has some popular diving sites at the nearby Pulau islands.
