Hey, I did read in the Serbian press few days ago that the EU citizens do not need the passport to enter Serbia (just ID is enough). However, I would still double check this with the Serbian embassy in Lisbon (or elsewhere really) as I know how long it can take for the Serbian parliament to ratify any decision that the govermnet makes and even though this has been aproved as such it won't necessarily come into power for sometime. As for visa, you definitely do not need one for a tourist visit.
