There is no way you can cram all the countries you plan to see into these 3 weeks. You have to make decisions. In 3 weeks you can reasonably cover 2 countries max. One country only would be better, especially if you want to visit off-the-beaten-track places.

I would recommend bringing around 3000 EUR plus the cost of flights. This is bare minimum, 3500 Eggs would be more sensible.

Hmmm, I saw 4 countries in 14 days once and the pace was just fine with me - (Greece, Italy, France, England). The thing is, I have been to Europe several times, and don't really WANT to spend a whole week in one country. I was also in Ireland for 2 weeks and saw everything I needed to see and MORE.. (including N. Ireland). I don't have to see each and every city and tourist trap. A few days in each country is just fine with us.
We will skip Rome this trip and skip Venice as well. (I spent the day there and while it was nice, it wasn't OH! WOW!). However it would be nice to see Florence ... Brussels and Holland are also looking more and more awesome.
So ... France, Belgium, Holland, Germany, Czech (Prague), Austria, Switzerland and Italy. We have 25 days (21 full days in Europe) the other 4 are the 2 days for travel, etc..) I KNOW we'll have to cut somewhere .. but where?
Belgium, France and Amsterdam are super easy as they are so close together. Berlin is also a very easy trip straight from Amsterdam.
Basically it's just figuring out what cities we'll go to and how we'll get from country to country. Fly? Rail? Bus? On my Greece, Italy, France, England trip, we flew into Athens checked that out for the day (dirty, smoggy, horrible - but we had to see the ruins). We spent one night there, then off to a 2 day (incredible) Island cruise. Then a boat to Italy and we took the train the rest of the way up stopping along the way, and flew home from London... Saw all the "hot spots" Athens, Rome, Capri, Naples, Venice, Paris, London...
I was thinking if we had to, we could cut Prague and Switzerland, but they are SO CLOSE to everything else.
Dump Western Europe. Go East. 3 weeks in the Baltics. Start in Berlin!!! -> Poland, Lithuania, Latvia, end in Estonia
No rail pass, point to point or hitch. Money goes further, more adventure, less tourists, Soviet Architecture, you cant go wrong!
Are you American?
Fly to Berlin - and out from Helsinki on Icelandair, they have cheap deals.
Have you considered hiring a campervan for your trip?
You'll get round much faster and you'll have that 'freedom' you wish for!
We did several three-four week trips round Europe in a campervan.
It's the best way to travel as you can stop when and where you want, maybe linger longer somewhere you really like.
There are loads of campsites, so you should have no problems.
Near Florence, for instance, The Campeggio Michelangelo is a short walk into the city ( and a bus back if your feet are acing!).
In 4 weeks we went through France from the UK (Channel Tunnel) into Italy, taking in Florence, 3 days, Rome 3 days, Pompeii/Vesuvius 2 days, Assisi 2 days, Venice 3 days. Plus loads more places in between. Visited a few places on the way back through France.

Perfect. Just add on Romania and Bulgaria and you've just designed a trip in scenery and history paradise.
Romania for the mountans and incredibly wonderful rail trips - and Bulgaria for one of the planet's cheapest countries.

Yeah you can do that many countries fine. Of course you you won't see all that one country has to offer but then when would you? And there is always so many opportunities to go back to places. I strongly recommend Lyon if you are in the South of France - a much overlooked city but the food is amazing, as is the landscape. There is so much to see around it

I have been to Greece, England, Ireland, Italy, Germany, Slovenia, France, Canada, Cyprus, and a few others, but it's always been a bit stuffy. It's either been for work, (big fancy hotels, no time to explore) or even if it was a vacation there have been set timetables. This is why I just want to feel "free" this time. He has only been to the UK. Thankfully he is fun and up for adventure.
We are actually really flexible as far as where we'll go. We're game for almost anywhere. We just want to see as much as we can while we are there without being TOO rushed. He would like to go to Berlin and Austria, I'd love to see Amsterdam. But, nothing is set in stone. We'd rather spend just one day in a "big" city (Paris, Rome, etc) to see the art, etc. and spend the rest of the time exploring out of the way cities and towns.
Should we do a rail pass? Bus it? Fly from one country to another?
Any ideas would be appreciated
Amsterdam ain't a country Anyway, if you do visit the Netherlands, go South! Limburg (google it!) is where you should go, it's lovely! Maastricht, Valkenburg, Vaals, Epen (I repeat: google it!) is what you should see if you like countryside!
And oh, for Europe, I'd say train or bus it!
If you are heading East, stop by in Latvia, it has a number of places worth seeing. Start with the capital Riga, have a look at its marvelous Art Nuevo architecture and feel the vibe of the city. Besides, Riga hosts the best parties and various cultural events. For a quick history lesson, pop into historical museums or art galleries. -snip- Enjoy your stay in Latvia.
