Skip Istria, go straight for Dubrovnik!!!
Istria is always tourist-invested - ie not the best place when in search of 'rest and relaxation'. Dubrovnik and surroundings are really beautiful! And I would assume that by the time you're there, it would even still be possible to swim in the sea.
I would spend at least a day or 4-5 there, and if possible, hop on a daytrip to Kotor in Montenegro or to Mostar in Bosnia (really worthwile, though hevily scarred by the balkan war). If you're a diver/rock climber, than Istria will offer a range of good (and quieter) destinations among the islands, and of course Split is nice as well, but in general I'd recommend Dubrovnik...though 9 days should provide enough time to visit both. I'm with #2.
It just has to be Dubrovnik. While there, take the short trip up the hill (about 20 minutes) and pop into Bosnia for the day. It's lovely too.
Not been to Istria but I'd second (third?) Dubrovnik as a destination - it's gorgeous. Be warned - not cheap though.
