I was in LP March 2008 and as far as I can recall there were plenty people going along at the cost of approx £10. You needed to know the name of a prisoner which I think was fairly easy to get a hold of within the hostels.
Basically you'll need to strike lucky on here with someone who has been recently or wait till you get there but LP is a great city so plenty to see and do in and around there if you don't get to go anyway.
