Yes, it is possible. The most basic requirement is that you can afford to live on your savings for the whole time , that you got health insurance and a roof over your head. You are looking at approx. 12k EUR.
It can be a bit difficult to pursuade the immigration officer to let you stay, but it is not impossible. Attending language classes to learn German is usually a good reason to let you stay for a while.

Yes - it would take German health insurance. Thats why 12k are a good ballpark figure.
