I know Bangkok still has the emergency laws in place banning big gatherings and stuff, but is it totally back to normal now from a backpacker point of view. Can you book backpacker coaches to other parts of the country no problem?

Even during the protests months a go you could still book buses and flights to most other areas. Tourists still showed up even during the protests. You should find it back to normal pretty much.
If you intend to book bus rides out of the Khao San Road area keep in mind that most complaints about bus rides often come from bookings in this area. My advice is if you need a bus somewhere get one from a real bus station.
