There's loads of cheap accommodation in Arequipa. Just check , and drag the slider all the way to the left to "price" if that's really your main criterium.
A reasonably cheap-ish place I can personally recommend (though far from the cheapest available) would be (this particular one; not the other one with the nearly identical name), mostly because of the lovely rooftop with view of El Misti.
