Unfortunately "nancy" is a spammer, randomly copy/pasting texts from other travel sites in order to appear like a legitimate user by the time the actual spam links come out. It doesn't make too much sense doing so, and you can safely ignore it.
As for your question, I just used my debit card to withdraw cash from ATMs in Peru. There was a 700 soles per withdrawal limit on virtually all ATMs, which was something of a bother (needed a lot of cash at one point for a three day tour for me and a couple of friends), but otherwise it worked perfectly.
I'd never heard of this "cash passport" before two days ago, and don't see the need for it either.
