That should be very good timing actually. Most of the Viet Kieu will have then departed and prices go down a little.

I was in HaNoi during Tet years ago. The problem from a tourist viewpoint was that all the things on your sightseeing list were shut down for almost a week. Most restaurants closed as well because they did not have staff. The VN people head home for Tet, so all the buses/trains are packed before Tet kicks of so they can be with family. The wave of VN people reverses a week later as the VN people go back to where they working. Plenty of buses/trains are running, it is getting a seat that is difficult just before and after Tet. Everything will be OK by the time you get there. If you choose to use
the bus system, you definitely will not have a problem. Basically only tourists use the open tour buses.

I think 2 weeks after Tet, buses still run but some company will buy the ticket expensive than normal day, if you want to travel from North to South, you can choose MaiLinh company, this is high quality bus, you can book the ticket before you travel.
