I am thinking to move for 1 year to a seaside place which is very cheap to live. I don't have plan to travel around but to stay at the same place all the time.
When you say 'Seaside Place', does it have to be hot all year round?

It's rather hard to find "very cheap" in Central/SA any more. What about one of the seaside towns in Cuba. Personally, Vietnam has some very attractive such places along it's coast (Hoi An, Mui Ne), and is developing quite an expat community fed up with the West.
Then anywhere along the coastlines of the Aegean Sea, Black Sea or Mediterranean.
Always a little breezy in the autumn and spring, yet nice and sunny - mostly non-swimmable in the winter (but not everywhere), but just boiling from around May-October.
And cheap? Without having to do a long haul, there's nowhere cheaper on the planet, if on the Eastern European coastal parts of these stretches of water.

-I can have internet access (I need it for my job)
-is seaside
-and is very cheap to live (most important)I was thinking about Goa India or about some cities in Thailand, but I prefer Central or South America or maybe also some other places. Could you recommend me some places please.
