A week per country doesn't cut it, you need approx. 10-14 days at minimum, 21 days per country would be better.
For a big city like Paris, Rome, London, etc plan at least 5 days.
Cost of travel is at least 65 EUR per day and person including transport within Europe but excluding flights to Europe. Those 65 EUR are rock-bottom: sleeping in hostels !!! and food from the supermarket.
If you are thinking 40 days you are thus looking at roughly 5200 EUR plus the cost of flights.
If you are thinking cheap hotels and dining out every evening (even in cheap places) plan on having around 100 EUR per day and person..
