As you found out, only allows visitors to enter with a licensed tour company. They only want high end tourists. There is no way to visit Bhutan on the cheap. Good luck with your planning.
that is right tbobker. you will be issued visa only if you book your trip via a tour operator. $ 200 is the minimum tariff set by the goverment of bhutan for tourist. I have know some well know travel agencies of Bhutan If you would like to know. good luck
actually the price will increase to $250 in 2012. Bhutan is definitely a great destination though. Best to avoid monsoon which lasts up until Sep. Oct is a good time to go.

Bhutan is a very unique place to visit. Every one execpt Indians and people from Bangladesh does not have to get visa. Rest all have to get visa to enter Bhutan.
You have to book your travel to Bhutan with one of the tour operator in Bhutan. Tour operator in Bhutan will arrange all your visas and other necessary permits for your visit to this magical kingdom.
Visa is issue only upon the receipt of your tour payments and visa fee. Tour tariff is USD 200/night + FIT Surcharges and Visa Fee is USD 20/Visit.

jphuntsho, yes please send a list of recommended tour operators? That would be really useful particularly if you have used any of them before.
If everyone is earning in US dollars, this is fine.
Even if every 3rd world country becomes a theme park.
