Hi not sure if my response went though but go to Laos, much nicer and easier to get around and not heard of problems as Cambodia does seem in the Capitol city has. Luan prabang is great very French, plenty of cheap by the river guest houses, Vientiane bigger but still easy to see, have fun!

Cambodia has Angkor Watt in Siem Reap. I love Laos, but nothing in continental Southeast Asia can beat the Angkor Watt argument.
As for safety, a place like Siem Reap that expects so many visitors every day, must be as safe as Disneyland. Cambodia is a developing country, but the bars and cafes in the capital and especially Siem Reap are sooo Chic and probably as good as the ones in Singapore and Hong Kong. The irony can be charming.
I haven't been to Sihanoukville, I'm sure it's impressive. That is like the Cambodian riviera (that is how I want to call it).
Paradoxically, I am most probably revisiting Laos and not Cambodia. But my vote is CAMBODIA, if you only had to choose one.
