over 21 days you can do much more!
perhaps take a bus to pingyao from beijing, a really beautifully preserved 'ancient' town. then take a bus to xian, stay a couple of days.
Then take a train to shanghai. Maybe spend some time in hangzhou or suzhou which is a common thing to do. Nanjing is also another major city in the area but not a must see.
The best way to get to HK is to train to Guangzhou first and take a train to HK from there.
Between shanghai and guangzhou is fujian province which if you want can stay in a roundhouse there.

oh and budget i think £500 you can be quite comfortable for 3 weeks. for£300 it probably means seeing less places as the cost of trains (although cheap) can add up.
Hi! We've done the three-week backpacking trip from Beijing to Hong Kong last summer. I would add Guilin to your list of cities to visit. Guilin serves as a base for exploring its beautiful countryside. Besides that, we also stopped in Datong (hanging monastery) and Pingyao (a hidden gem). On your route you must see:
in Beijing: The Great Wall (I suggest you to visit Mutianyu instead of Badaling section), The Forbidden City, Summer Palace;
in Xi'an: Terracota Warriors, Muslim Quarter;
in Shanghai: the Bund, Shanghai World Financial Center (3rd highest structure in the world and highest observation deck);
in Hong Kong: the Peak, Stanley Market.
