Yes, it's quite safe, but you should do your homework B4 the trip - there are a few scams that travelers should know about.
These places are generally safe. I've traveled and stayed in Phnom Penh and Siem Reap in Cambodia several times and enjoyed both cities. Just avoid loitering around at night and alone. Generally, Cambodians are very friendly and helpful. It will help of you ask someone to write the places you want to go to in Khmer so its easy to show to the driver. You can go around in a taxi but if you want to save your travel money, you can go by tuktuks or motorcycles. Hotel card will usually have their addresses printed in local language and English, make sure you carry one in your bag.

Use one of your days on a city tour. This will hit most of the highlights in HCMC. Then a one day delta tour. That way you get out of the city, on the Mekong and see some of rural VN. If you can work in the Cu Chi Tunnels on either day, that would be a bonus.

Hello, I will also be visiting HCMC alone. I have researched much about the city and I guess I am good. My visit will last for 3 days only from Feb25-27 and I plan to have the city tour on the first day, then chu chi tunnels on the second day and shopping centers on the last day. I initially thought of crossing border to cambodia to reach siem reap, but I kind of doubt I will enjoy my 2-country-trip in that short span of time. So I decided to stay in saigon the whole time.

I did not like Phnom Penh and it not cheap there But seim Ream was cheap and safe 1$ food 50 cent beers sound good to me
