Santiago sucks the bag. I lived there for a year and hated it.

Stay at the Hotel Londres. a decent price range, a quiet hostelly hotel with great service right in the downtown core. The street outside is cobblestoned and has a couple of places that stay open late for a drink so you are steps from your door and still have a night out. The core is really close. And I consider the neigbourhood safe. The good thing about targetting there, too. Is that if you don't like it, or it's full, there are about a half a dozen other comparatively cheap locations nearby.
Located on Calle Londres...Cross street I think is Calle Paris.
