I use a $30/day figure for the basics: room, food, transport. Around $1K/month. You are right at that with your $35/day budget. You should be OK if you stay in fan rooms or hostels, eat with the locals or backpack places, buses not trains, use the overnight bus when possible. For real savings '' some of the time. might help with planning and tips on saving money.

We did those countries about four years ago, and we (2 pax) were able to live of $30/day.
This included all our expenses like accommodation, transport, meals (3/day, incl a beer at night), entry fees and other things...
So, you won't have any problems with your $70/day!
30 dollars a day will be fine. Although try not to budget too much as you will miss out on some great attractions, so only use it as a rough guideline
As above, you can comfortably do it in that budget. Some of the tourist attractions, though, will make a real dent in that - a one day pass to the angkor temples will cost you 20USD each (3 day pass is 40 - probably better for you), without transport to get out to the temples. Some of the other attractions in Phnom Penh are relatively expensive. Deciding how you see Halong can also make a dent - the day trips are much cheaper, but nowhere near as good as the (expensive) overnight trips. If you can afford it, plan to splurge a bit on a couple of the highlights, beyond your standard daily budget.
You may not want to look at noodles for some time afterwards...
