There's accommodation to suit all budgets in Hong Kong and plenty of backpacker hostels/guesthouses. I would recommend - it's in a Mong Kok which is a good central location to stay in. It's easy to escape to Lamma and Lantau Islands if you want to get out of the city; I'm not sure what accommodation is available in those places though. Apparently the New Territories are good for trekking if you are in to that. I'd recommend spending a day or 2 in Macau too if you have the time; it's easily accessible by boat from Hong Kong.
Lots to see in China. Hong Kong is usually reserved for a bit of shopping and sight seeing before going home again. Cheap accommodation is usually upwards of £20 a night and non-dorm rooms are sometimes like large cupboards.
Mong Kok is not a bad place to stay. I stayed at the Metropole last year and paid £45 a night for a reasonable room.
Should you go to HK...hmmmm, tough one. Should you go to one of the most amazing and iconic places on earth or not? I would say OF COURSE GO THERE! Dragon hostel ( as mentioned by Bex76 is a great place to stay). It is a bit pricey but it is HK!! Go there for a day or two, you won't regret it.

Yes you can still find affordable accommodation during a stay in Hong Kong. I know when I visited HK a couple of years ago, I stayed at the YMCA hotel and was suprised at the luxury at the hotel for the price we paid. Maybe that might be worth checking out?
