From what I've just seen on a quick look for Romanian citizenship, this is not a deciding factor. Where did you get this from regarding Romanian citizenship?

Since Canada allows you to retain Canadian citizenship even if you apply for citizenship of a second country, I think you should be able to apply for Romanian citizenship. However, check out the proper procedure: you will probably have to arrange things prior to entering Romania.
Considering how long it can take to clear up citizenship issues I would strongly recommend that you contact the Romanian embassy in London ASAP and ask them. They will be able to tell you what documents you need and where you should send them.
The issue is not to apply for a Romanian passport but to clear up whether you hold double Canadian/Romanian citizenship by virtue of birth. You do not gain Romanian citizenship by applying for a passport, you either already have it or not.
If you are a Romanian citizen (as well as a Canadian citizen) by birth you should apply for a Romanian passport ASAP. It gives you more rights within the EU than a Canadian passport does, thus you should show your Romanian passport when you travel within the EU (this includes the UK).
Don't start to worry about that all when your visa expires, because then it will most likely be too late. Start working on that issue right now!!!
